While surveying a peaceful, primitive planet that he previously visited thirteen years ago, Captain Kirk and his landing party are attacked by a group of villagers armed with flintlocks, weapons they should not yet have developed. Lieutenant Commander Spock is badly wounded, and is sent back to the Enterprise; Doctor M'Benga, who once interned in a Vulcan hospital ward, does all he can for Spock, who now has to recover on his own. Meanwhile, a Klingon spaceship is discovered in orbit around the planet; Kirk returns to the surface with Doctor McCoy to look for Tyree, a tribal leader he once befriended. However, the captain is attacked and bitten by a white, ape-like creature called a mugato, whose fangs are poisonous; the doctor shoots the creature, and takes Kirk to Tyree's people to obtain a cure for the poison. Tyree is now the tribe leader, but his devious wife, Nona, is using drugs to keep her husband devoted to her; Nona cures Kirk by cutting her hand and pressing a mahko root against his wound; however, according to legend, this means that he will now be unable to refuse her anything. But when Nona asks Kirk to help make Tyree a powerful man, the captain refuses to interfere. Investigating the village, they discover a forge and clear evidence that the Klingons are involved in the manufacture of the guns. Kirk realises that he has no option but to ignore the Federation Prime Directive of non-interference - in order to restore the balance of power between the hill people and the villagers, he must provide Tyree's people with equal weapons...
